House Bill 1: Texas Budget

Early on April 2nd the Texas House of Representatives passed House Bill 1 and took an important step toward finalizing a budget that will be balanced and fiscally responsible for the next two years. The Texas House budget dramatically reforms state government through increased transparency, and addresses the needs of our growing state while staying below the constitutional spending cap.

 

HB 1 invests significant resources in public schools, boosts formula funding for higher education, invests additional general revenue in transportation, and promotes border security and public safety. Additionally, HB1 accomplishes this by limiting overall spending growth to less than what is necessary to account for population and inflation increases.  Following this vote, HB 1 now heads to the Texas Senate. When the Senate passes their version, HB 1 will head to a conference committee for final approval.

House Bill 2: Texas Supplemental Budget

HB 2 fills unexpected gaps in the 2014-2015 budget with excess revenue, which is standard procedure every two years.  It also addresses more than $1 billion in needs by shifting funds from one agency to another and provides an additional $503 million for fiscal year 2015. $280 million of those funds comes from general revenue funds, and the remainder from federal funds. 
 
HB2 provides the state's Health and Human Services Commission with $456.7 million for Medicaid services and  an extra $768 million for the retired teachers' healthcare system. Finally, it addresses major maintenance needs by providing the Texas Facilities Commission with $20.6 million in funds.  To read more on budget legislation, please visit The Texas Legislature Online
