Texas House Moves to Ban Income Tax

The Texas House passed a constitutional amendment last night giving YOU the power to ban a state income tax in Texas. I was proud to support this legislation protecting taxpayers, encouraging economic expansion, and making sure you keep more of your hard-earned dollars.
Bill for Houston's Spaceport Passes Senate

This week the Texas Senate passed my House Bill 303, which will allow Houston to create a Spaceport Development Corporation to spur the development of the Houston Spaceport at Ellington Field. Thank you to Senator Larry Taylor for sponsoring this bill in the Senate.

The Houston Spaceport will be used for astronaut training, zero gravity experimentation, spacecraft manufacturing, and the launching of microsatellites.

Because the Senate made a minor change to the bill, the bill must receive one final vote in the House of Representatives before being sent to the Governor.
HB 3810 Passes House

Just before a crucial midnight deadline to pass House bills, the House of Representatives passed my HB 3810.

Under current law, the state uses the 2001 International Residential Code as the municipal residential building code. In the aftermath of Hurricane Harvey, it became very apparent that homes built to newer standards fared much better during the storm. HB 3810 would adopt the state's municipal building code to the 2012 International Residential Code.

Under current law and HB 3810, a municipality may adopt local amendments to the International Residential Code. HB 3810 would provide transparency to local government and allow public input on the adoption of local amendments.
Falcon 9 Rocket Coming to Space Center Houston

Earlier this week, Space Center Houston announced that SpaceX will be donating a used Falcon 9 Rocket to be placed on permanent display.

The booster was first flown in in June 2017, launching nearly 6,000 pounds of supplies and payloads, such as food and solar panels, to the space station. The mission was the eleventh that SpaceX had flown under its first contract with NASA to resupply the orbiting laboratory.

This same booster then was flown again in December 2017, marking the first time a booster was reused for a NASA mission.

The booster will be located along a grassy berm near the parking lot entrance of Space Center Houston.
A Look Ahead

A preview of next week's legislative events at the Capitol. A calendar is a list of bills that will be considered by the House of Representatives.

As we approach the end of session, a series of deadlines under the Rules of the House of Representatives begin to come into play. In order for a bill to pass, it must first clear a series of procedural hurdles by certain dates.

Monday

The House of Representatives will convene to consider a calendar.

The Senate Committee on State Affairs will meet to consider my House Bill 3365, which will provide Good Samaritan protections for volunteers during disaster recovery.

Tuesday

The House of Representatives will convene to consider a calendar.

Wednesday

The House of Representatives will convene to consider a calendar.

Thursday

The House of Representatives will convene to consider a calendar.

Friday

The House of Representatives will convene to consider a calendar. This is the deadline for the House of Representatives to pass any remaining local House Bills.

Saturday

The House of Representatives may convene to consider a calendar. This is the deadline for House committees to vote out Senate Bills.
