District 129 Session Newsletter

This week the Texas House passed five of my bills: HB 1552, HB 2970, HB 3041, HB 3255, and HB 3960. More details about these bills below.


Additionally, I laid out three bills in the House Committees on State Affairs, Insurance, and Transportation. More details about these three bills below.


Next week the following House committee hearings are scheduled:

  • House Committee on Insurance: Wednesday at 8:00 AM
  • House Committee on Transportation: Thursday at 8:00 AM

It is an honor to serve you in the Texas House of Representatives.

My Bills Passed on the House Floor:

House Bill 1552 updates Texas statute to remove the outdated term "child pornography" and replace it with "child sexual abuse material", or CSAM. CSAM calls this horrific material what it truly is, abusive videos or imagery that harm children. This important issue was brought to my attention by an engaged constituent of District 129.


House Bill 2970 will protect safe, two-way shipping on the Houston ship channel.


House Bill 3041 will provide equal opportunity for home school students looking to apply for Texas universities, Texas grants, and dual credit courses. It will permit students from non-traditional backgrounds to utilize the '10% automatic admissions' process.


House Bill 3255 permits the authority of a development corporation created by the Gulf Coast Authority to finance certain projects.


House Bill 3960 relates to effects of certain misrepresentations on life insurance policies.

Updates on my Bills in Committee:

On Monday, I presented HB 4312 for consideration before the House Committee on State Affairs. House Bill 4312 seeks to prohibit campaign contributions by a person who is not a United States citizen.


Then on Wednesday, I presented HB 3042 before the House Committee on Insurance. House bill 3042 relates to laboratory claim integrity programs for health benefit plans.


Finally, I presented House Bill 3389 before the House Committee on Transportation. This bill relates to the approval of a surety bond for a contract authorizing an oversize or overweight vehicle to cross a road or highway.


Next week, House Bill 4538, relating to the derelict vessel situation in Clear Lake, will be heard in the House Committee on Culture, Recreation, and Tourism.

Updates within the District:

The Houston-Galveston Area Council (H-GAC), the Metropolitan Planning Organization (MPO) for our eight-county region, is finalizing the 2026-2027 Unified Planning Work Program (UPWP) — a blueprint for future transportation planning, studies, and funding strategies that impact how we move around the region.


There will be a virtual public meeting regarding this plan on Thursday, May 15th, 2025. There will be two session offerings: 10:30 am and 5:30 pm. Click the session you wish to attend and it will direct you to the online meeting platform.
