| The Texas House is making the funding of the Texas transportation infrastructure a top priority HB 13: Transportation Funding Plan Beginning in FY 2018, an additional $3 billion in sales tax per year will be dedicated to transportation. Basing the funding on sales tax, instead of the motor vehicles sales tax, is a more inclusive approach because all users of transportation are contributing instead of just those who bought a car that year. In addition to $3 billion, 2 percent of all sales tax will go to transportation. This is expected to yield more than $500 million annually, and would begin in FY2017. Providing a framework to ensure that funds for transportation are administered in an objective and transparent manner. HB 20: Transparency and Accountability in TxDOT HB 20 achieves greater accountability for every Texas taxpayer dollar spent on transportation. Requires TxDot to develop and implement, and the Commission to approve, a performance-based planning and programming process to provide the legislature with indicators that quantify and qualify progress toward attaining department goals and objectives. Requires TxDOT to develop and implement performance metrics and measurements as part of the review of strategic planning in transportation plans, the evaluation of decision-making on projects selected for funding in the Unified Transportation Program, and the evaluation of project delivery. Requires all local transportation entities and department districts to develop, adopt, and submit guidelines governing the funding prioritization of the entities' transportation projects. Requires TxDOT to establish and the Commission to approve a performance- based process for setting category funding levels in the Unified Transportation Program. Requires TxDOT to establish a scoring system for prioritization of projects seeking state funding. |
